Scope Completeness: The Most Expensive Part of Your Estimate Is What's Missing

Here's the uncomfortable truth about roofing estimates: the price on the page only covers what's written on the page. Anything that's not mentioned is not included — and on a roof, the unmentioned items can add thousands after you've already signed.

Silence is not inclusion

When an estimate doesn't mention wall flashing, that doesn't mean wall flashing is included. It means it's undefined — and undefined work becomes a change order at whatever price the contractor names, at a moment when you can't exactly switch companies.

The items most often missing from Florida estimates:

  • Wall flashing. On roofs that meet walls (very common in Florida), flashing usually needs replacement during a reroof. If your estimate doesn't address it, expect it to appear later as an extra.
  • Valley construction. Valleys are where roof planes meet and water concentrates — the most leak-prone spots on any roof. A complete estimate specifies the full valley buildup. Many estimates just... don't mention valleys at all.
  • Wood replacement. Nearly every reroof uncovers some rotted decking. The question is what you'll pay for it. An estimate with per-sheet pricing lets you budget. An estimate that's silent — or says "additional repairs billed as needed" with no cap — is a blank check you're signing.
  • Permits and inspections. These must be included, period. An estimate that excludes permits is a serious red flag in Florida.
  • The small stuff that isn't small: drip edge, pipe boots, ventilation replacement, debris removal method, property protection. Each unmentioned item is a future conversation about money.

The open-ended repair clause

Watch for language like "any additional repairs will be billed at time and materials." This clause is nearly universal in Florida roofing proposals — and it's also negotiable. The fix is simple: a written cap, with your written approval required for anything beyond it. Contractors agree to this constantly. But only for homeowners who know to ask.
